Return depends on the underlying investments and has nothing to do with whether the investments are packaged as a mutual fund or as an annuity.

To make a good choice between mutual funds and annuities, you need to consider at least three things: fees/charges, risk, and taxes. You choose the best investment vehicle (whether it is a fund or an annuity) by examining each of the 3 criteria with respect to your specific situation and needs. You do so by requesting, reading, and fully understanding the prospectuses and disclosures of the investment vehicles that you are considering. Consult your CPA and attorney as needed. Ignore the advice from anyone who will receive a commission for selling you anything. Such advisers, no matter how friendly they seem, often sell you something in order to to pocket a big commission (a sum of money) for themselves rather than recommending the best for you.
